集中反应了自1945年抗战胜利国共两党重庆谈判，一直到新中国政治协商会议的召开五年间的风云变幻，为我们展示了一幅波澜壮阔、气势磅礴的历史画卷。影片的重点，是国共两党的实力如何从势均力敌、针锋相对，到最后共产党技高一筹，三大战役的决定性胜利让历史的天平终于倾向在共产党一边，中国的历史从此改变了前进的方向。 作为一个头脑清醒的政党，要开创一个人民当家作主的新体制国家，把一切能够团结的爱国民主力量都争取到自己身边来，是需要无比宽阔的胸襟的。而该片，就在这方面费尽了大量的笔墨，战争，在这部片子里，似乎成为了建国大业前提下的一张张背景图片了。 题材够新，角度也很客观，把国共两党作为平行发展的两条主线贯串首尾。当中既有共产党乐观向上、积极进取，不断从胜利走向胜利的辉煌，也有国民党江河日下、不甘失败，彼此勾心斗角尔虞我诈的真实展现。 然而，这部影片也存在很多不如人意的地方。 首先是剧本的粗糙。作为一剧之本，可以看得出，剧作者试图在两个多小时的时间里，集中将五年间的大大小小事件做一全面而详尽地描述，终因功力不够，而显得结构凌乱、内容庞杂，头绪错综复杂，人物刻画不是很到位。 其次是导演的问题。这是一部国庆献礼片，担纲导演的是好像从来没有独立导过电影的、负责电影事业的高级官员，为了保险起见，又拉了另外一位导演过很多片子的导演。但对于一个剧本先天不足的影片，导演再有号召力，也无济于事。尽管场面做得很大，气势上很雄伟，但描写战争无非就是行军、长镜头、多弄几处炸点，动不动就是航拍，电脑三维动画，虽是群星云集，但仍旧掩盖不住影片的整体苍白。 第三个要说的是摄影问题。片中出现众多开会的大场面，这是一般导演最为头疼的，因为场景单调不容易调度。而本片的导演及摄影师或许为了照顾众多明星的档期，根本就没考虑拍得再细些，几乎都是全景、中景等几组镜头，场面有了，但效果上就显得雷同了。 第四个要说的是剪辑的问题。可能还是因为剧本的原因，内容上的凌乱表现在剪辑上显得有些捉襟见肘，太跳跃的手法有点模仿美国大片的意思，以对白或音乐的先入作为场景转换的套路，也显得有些老套了。黑白与彩色色调之间的转换也都过时很久了。
