11月15日，中国、日本、韩国、澳大利亚、新西兰和东盟十国累计15国通过视频签署《区域全面经济伙伴关系协定》(RCEP)，历时8年的艰苦谈判，全球最大的自由贸易区终于宣告诞生、正式启航。
该区域组织由东盟10国（印度尼西亚、马来西亚、菲律宾、泰国、新加坡、文莱、柬埔寨、老挝、缅甸、越南）发起，邀请（中国、日本、韩国、澳大利亚、新西兰和印度）参加，旨在消减关税和非关税壁垒，建立16国统一自由市场的贸易协定，通过各成员国之间相互开放市场，实施区域经济一体化。印度因“有重要问题尚未得到解决”而暂时没有加入协定。

RCEP的签署，对外贸尤其是出口企业都有哪些利好？
全球最大自贸协定
此次签署RCEP的共有15个成员国，包括东盟10国和中国、日本、韩国、澳大利亚、新西兰，总人口达22.7亿，GDP达26万亿美元，出口总额达5.2万亿美元，均占全球总量约30%。RCEP自贸区的建成，意味着全球约三分之一的经济体量将形成一体化大市场。
分析人士指出，RCEP囊括了东亚地区主要国家，将为区域和全球经济增长注入强劲动力。有国际知名智库测算，到2025年，RCEP可望带动成员国出口、对外投资存量、GDP分别比基线多增长10.4%、2.6%、1.8%。
世界正面临百年未有之大变局，亚太地区在世界经济发展中具有举足轻重的作用。阮宗泽表示，可以预见，RCEP的达成为亚太自贸区（FTAAP）进程提供了实现路径，进一步提升亚太地区今后在全球发展格局中的分量。
RCEP有哪些特点？
RCEP是全面的协定：它涵盖20个章节，既包括货物贸易、服务贸易、投资等市场准入，也包括贸易便利化、知识产权、电子商务、竞争政策、政府采购等大量规则内容。可以说，协定涵盖了贸易投资自由化和便利化的方方面面。
RCEP是现代化的协定：它采用区域原产地累积规则，支持区域产业链供应链发展；采用新技术推动海关便利化，促进新型跨境物流发展；采用负面清单作出投资准入承诺，大大提升投资政策的透明度；协定还纳入了高水平的知识产权、电子商务章节，适应数字经济时代的需要。
RCEP是高质量的协定：货物贸易零关税产品数整体上超过90%。服务贸易和投资开放水平显著高于原有的“10+1”自贸协定。同时，RCEP新增了中日、日韩两对重要国家间的自贸关系，使区域内自由贸易程度显著提升。根据国际智库测算，2025年，RCEP可望带动成员国出口增长比基线多10.4%。
RCEP是互惠的协定：RCEP成员有发达国家，有发展中国家，更有一些最不发达国家，成员间经济体制、发展水平、规模体量等差异巨大。RCEP协定最大限度兼顾了各方诉求，在货物、服务和投资等市场准入和规则领域都实现了利益的平衡。协定还给予最不发达国家差别待遇，专门设置了中小企业和经济技术合作两个章节，来帮助发展中成员国加强能力建设，促进本地区的包容均衡发展，共享RCEP成果。
此前东盟已与中国、日本、韩国等国签署了多个“10+1”自贸协定，中、日、韩、澳、新西兰5国之间也有多对自贸伙伴关系，相比之下，RCEP的服务贸易和投资开放水平高于“10+1”协定，将发挥区域内经贸规则“整合器”的作用。形成统一的规则，将大大降低运营成本，减少不确定性。
值得一提的是，通过RCEP的签署，原本并没有自贸协定的中日、日韩间也建立起新的自贸伙伴关系，区域内自由贸易程度进一步提升。中日韩是RCEP经济体量最大的3个国家，三者之间的贸易关系成为RCEP最大看点。

RCEP的英文是：Regional Comprehensive Economic Partnership，简写RCEP，意思是区域全面经济伙伴关系协定。RCEP区域全面经济伙伴关系协定的作用RCEP生效，其显见的作用，就是降低成员国之间的交易成本。按照协定，成员国间90%以上货物贸易的关税将为零关税，或在10年内降到零关税。当然，这也意味着成员国将在短期内兑现贸易自由化的相关承诺，由此使协定产生更大红利，提振成员国经济发展。
