摘要：工程预算常以货币形态来反映建筑工程价值。提高工程预算编制质量，对于搞好基本建设计划和投资管理，克服“三超”，降低工程造价，提高投资效益，推行投资包干和招标承包制等均意义重大。笔者就如何提高预算编制质量，有效控制工程造价，保证预算编制的准确性、真实性，做一初探。关键词：建筑工程；预算；造价Abstract: the project budget in money form to reflect the value of building engineering. Improving the quality of budget establishment, for doing a good job in the basic construction plan and investment management, to overcome the "super three", reduce project cost, improve investment beneficial result, implementation of investment contract and bidding contract system is of great significance.
