这个是要靠背书的，比如新概念系列，我以前就是这么培养出来的。

提高英语口语能力，可以说Improve oral English skills，也可以说Improve oral English ability。

skill的基本意思是“技能，技巧”，多用作不可数名词。

power的基本意思是“力，力量”，可指人的体力、思维能力，也可指机器的功力、动力或功率，还可指人或国家甚至是某个机构的权力、势力或影响力。

多读纯英文的小说或是文章，最好读出声来。还有就是多看看英语原版电影，如果可能，不要下有字幕的。（如果实在看不懂就下一个有字幕的，下一个没有的，等到把电影的意思大概理解了再看无字幕的。）听歌虽然也有点儿用，不过我不太建议。
