power通常用做单数,表示“权力、力量。能力”的啊。但是有个特殊用法(牛津大字典上的,应该比较权威):[C esp pl 尤作复数] right possessed by or given to a person or group; authority (个人或团体所掌握或获得的)职权; 权势: The powers of the police need to be clearly defined. 必须对警方的权限作出明确的规定. * The President has exceeded his powers, ie has done more than he is allowed or has the right to do. 总统已逾越了自己的职权. * 所以这里 Congress has___ to declare war.用复数也是可以的,意思是“国会有权宣战。”这样说楼主觉得明白了吧?希望对你有帮助!

定语修饰名词,表语只跟在be动词和系动词后面,状语放在句末(即使删除也没有影响句子的完整性),宾语放在谓语动词后面宾补放在宾语后面。及物动词后面可直接接宾语,不及物动词后面不可直接接宾语,一般要加介词后再接宾语。不及物动词本身意义完整,后面不需要接宾语。不及物动词没有被动语态。
