进出口贸易往来的各项业务的程序一般可分为交易洽商、合同履行和交货三个阶段。
1、在交易洽商阶段，首先由进口商开出需要条件，向出口商提出询查或经过中介商表达其购买意向，使有关“供应商”或“出口商”与其接洽，或由出口商直接向进口商提出洽销；然后出口商向进口商发盘，经进口商还盘，并经双方函电往返同意“接受”，完成发盘，然后成交。
2、在合同履约阶段，进口商方面的工作是申请进口许可证、进口签证，开发信用证，以FOB交货条件成交的洽船(订舱)，以及FOB或C&F等条件成交的投保水险等；出口商方面的工作是备货，境内运输，以C&F或CIF条件成交的洽订船位，以CIF条件成交的投保水险，出口签订，商检和报关。
3、在交货阶段，出口商根据信用证规定。备齐装船文件于信用证规定的时间内向指定银行结汇(或押汇)收回货款，或请银行托收货款(D/P，D/A)；进口商应备齐提货文件，准备报关提货，并处理公证检验等事宜。
