是口语说出来的吧，不然正规写作的时候就是个语法错误了。

这是两个半句话，不是真正意义上的“两个完整的句子”。前半句，是表达说话者的意愿的；后半句是说明，之所以要表达这意愿的原因或理由的。所以用逗号隔开。 We wish to express our satisfaction at this to the Special Committee,（because） their activities deserve to be encouraged. 汉语里也有类似的表达方式，例如： “我欣赏你的行为，你的行为值得鼓励。”=“我欣赏你的行为，（因为）你的行为值得鼓励。”
