人民代表大会的外文名：People's Congress

中国人民政治协商会议的外文名：the Chinese People's Political Consultative Conference（CPPCC)

两会：是对自1959年以来历年召开的中华人民共和国全国人民代表大会和中国人民政治协商会议的统称。由于两场会议会期基本重合，而且对于国家运作的重要程度都非常的高，故简称做“两会”。从省级地方到中央，各地的政协及人大的全体会议的会期全部基本重合，所以两会的名称可以同时适用于全国及各省（市、自治区）。

人民代表大会：是中华人民共和国的国家权力机关。包括：全国人民代表大会；省、自治区、直辖市的人民代表大会；设区的市、自治州的人民代表大会；县、自治县、不设区的市、市辖区的人民代表大会；乡、民族乡、镇的人民代表大会。全国人民代表大会是最高国家权力机关，地方各级人民代表大会是地方国家权力机关。

中国人民政治协商会议：简称人民政协，是中国人民爱国统一战线的组织，是中国共产党领导的多党合作和政治协商的重要机构，是中国政治生活中发扬社会主义民主的一种重要形式。中国人民政治协商会议由中国共产党和各民主党派、无党派民主人士、各人民团体、各界爱国人士共同组成。

“两会”是“全国人民代表大会”（the National People's Congress，NPC）和“中国人民政治协商会议”（the Chinese People's Political Consultative Conference，CPPCC）的简称。官方媒体一般把“两会”译为two sessions。 每年3月份“两会”先后召开全体会议一次，每5年称为一届（term）。例：中国人民政治协商会议第十二届全国委员会第二次会议（the second session of the 12th National Committee of the Chinese People's Political Consultative Conference / CPPCC） 国家大事和每个公民休戚相关。草根族（the grass roots）也能通过互联网等方式参与两会（to participate indirectly），发表自己的看法（voice their opinions），提出建议（raise suggestions）。与会的代表和委员们更是有备而来（well prepared / have done their homework well）。他们都带着提案（proposals或motions，但不同于西方议会议员提的bill，bill是法律用语，指要付诸表决通过的议案）。 两会的“议程”是agenda，主要指第一天做什么，第二天做什么等程序安排，即procedures或schedules。要提到会上讨论的问题是issues brought to the agenda / to be discussed，其中的“热点”是hot issues（注意不能译为hot spot，因为hot spot主要指“不稳定的地方”）。

The special committee is to suggest to the presidium whether or not the motion is to be included in the agenda.A motion, after examination by NPC deputies at full meetings of delegations or panel （专题讨论小组）meetings, will be transferred（递交） by the presidium to a relevant special committee for further examination. The presidium will examine the report from the special committee and decide to submit the motion to a plenary（全体的，完全出席的） session of the NPC for a vote.
