可以用“问题与建议”来替换。其实说“问题”一词，肯定现在存在的问题，也就是现状了，现状中肯定也存在问题啊。使用“建议”一词，则说明针对现状，提出看法，提出整改对策，提出合理化建议，提出解决方案。所以这么替换一下也是可以的。
