海运提单中SHIPPER是托运人的意思。托运人即委托运输的人，在进出口贸易中通常就是出口人。

海运提单中的托运人、收货人和被通知人：

1、托运人（SHIPPER），一般为信用证中的受益人。如果开证人为了贸易上的需要，要求做第三者提单(THIRDPARTY B/L），也可照办。

2、收货人（CONSIGNEE），如果要求记名提单，则可填上具体的收货公司或收货人名称；如果属指示提单，则填为“指示“（ORDER）或“凭指示“（TO ORDER）。

如果需在提单上列明指示人，则可根据不同要求，作成“凭托运人指示“(TO THE ORDER OF SHIPPER），“凭收货人指示”（TO THE ORDER OF CONSIGNEE）或“凭银行指示“ (TO THE ORDER OF XX BANK）。

3、被通知人（NOTIFY PARTY），这是船公司在货物到达目的港时发送到货通知的收件人，有时即为进口人。在信用证项下的提单，一般为信用证的申请人，如信用证上对提单被通知人有权具体规定时，则必须严格按信用证要求填写。

如果是记名提单或收货人指示提单，且收货人又有详细地址的，则此栏可以不填。如果是空白指示提单或托运人指示提单则此栏必须填列被通知人名称及详细地址，否则船方就无法与收货人联系，收货人也不能及时报关提货，甚至会因超过海关规定申报时间被没收。

海运提单的其他注意事项

1、提单号码（B/L NO），一般列在提单右上角，以便于工作联系和查核。发货人向收货人发送装船通知(SHIPMENT ADⅥCE）时，也要列明船名和提单号码。

2、船名（NAME OF VESSEL），应填列货物所装的船名及航次。

3、装货港（PORT OF LOADING），应填列实际装船港口的具体名称。

4、卸货港（PORT OF DISCHARGE），填列货物实际卸下的港口名称。填写卸货港，要注意同名港口问题，如属选择港提单，就要在这栏中注明。

如属转船，第一程提单上的卸货港填转船港，收货人填二程船公司；第二程提单装货港填上述转船港，卸货港填最后目的港如由第一程船公司出联运提单（THROUGH B/L），则卸货港即可填最后目的港，提单上列明第一和第二程船名。

5、货名（DESCRIPTION OF GOODS），一般需要与货物出口时向当地海关申报的品名一致，在信用证项下货名必须与信用证上规定的一致。

6、件数和包装种类（NUMBER AND KIND OF PACKAGES），要按箱子实际包装情况填列。

7、唛头(SHIPPING MARKS），信用证有规定的，必须按规定填列，否则可按发票上的唛头填列。

8、毛重，尺码（GROSS WEIGHT，MEASUREMENT），除信用证另有规定者外，一般以公斤为单位列出货物的毛重，以立方米列出货物体积。

9、运费和费用（FREIGHT AND CHARGES），一般为预付（FREIGHT PREPAID）或到付（FREIGHT COLLECT）。如CIF或CFR出口，一般均填上运费预付字样，千万不可漏列，否则收货人会因运费问题提不到货，虽可查清情况，但拖延提货时间，也将造成损失。如系FOB出口，则运费可制作“运费到付“字样，除非收货人委托发货人垫付运费。

保税区是中国继经济特区、经济技术开发区、国家高新技术产业开发区之后，经国务院批准设立的新的经济性区域。由于保税区按照国际惯例运作，实行比其他开放地区更为灵活优惠的政策，它已成为中国与国际市场接轨的“桥头堡”。因此，保税区在发展建设伊始就成为国内外客商密切关注的焦点。 保税区具有进出口加工、国际贸易、保税仓储商品展示等功能，享有“免证、免税、保税”政策,实行“境内关外”运作方式，是中国对外开放程度最高、运作机制最便捷、政策最优惠的经济区域之一。 1990年6月，经中央批准，在上海创办了中国第一保税区——上海外高桥保税区。1992年以来，国务院又陆续批准设立了14个保税区和一个享有保税区优惠政策的经济开发区，即天津港、大连、张家港、深圳沙头角、深圳福田、福州、海口、厦门象屿、广州、青岛、宁波、汕头、深圳盐田港、珠海保税区以及海南洋浦经济开发区。目前全国15个保税区隔离设施已全部经海关总署验收合格，正式投入运营。 1992年，在邓小平同志南巡讲话发表之后，各保税区纷纷加快了实质性启动，基本建设进展迅速，初步形成了招商引资的软硬环境，海内外客商投资踊跃，大多数保税区首期开发区域的土地已批租或出让完毕，并在进一步开发二期工程，吸引外资工作也出现了可喜的局面。 经过多年的探索和实践，全国各个地区的保税区已经根据保税区的特殊功能和依据地方的实际情况，逐步发展成为当地经济的重要组成部分，目前集中开发形成的功能有保税物流和出口加工。 随着中国加入WTO，全国保税区逐步形成区域性格局，南有以广州、深圳为主的珠江三角洲区域，中有以上海、宁波为主的长江三角洲区域，北有以天津、大连、青岛为主的渤海湾区域，三个区域的保税区成为中国与世界进行交流的重要口岸，并形成独特的物流运作模式。 海关法释义本法下列用语的含义：“保税货物”，是指经海关批准未办理纳税手续进境，在境内储存、加工、装配后复运出境的货物。保税仓库和保税货物进出境报关 一、申报。保税货物在保税仓库所在地入境时，货主或其代理人持下列单证向海关申报：（1）《进口货物报关单》一式三份。报关单上须加盖“保税货物”印章并注明货物存入某地保税仓库；（2）经主管海关核发的《保税仓库登记证书》。办理《保税仓库登记证书》的手续为：申请建立保税仓库的单位经理人，持国家工商行政管理部门核发的营业执照、填写的《保税仓库申请书》及省以上对外经贸行政管理部门批准经营有关业务的批件，向主管海关申报，经海关审核并派员实地调查，认为符合条件后，批准建立保税仓库并颁发登记证书；（3）如进口货物列入国家商检机构实施检验出口商品种类表的，须提交商检证书。 保税货物如需复运出境报关时，应向海关递交下列单证：（1）《出口货物报关单》一式三份；（2）原进口时由海关盖印的《进口货物报关单》。 二、海关查验放行。上述单证经入、出境地海关查验无误后予以放行，其中，入境时，由海关在《进口货物报关单》上签章，将二份《进口货物报关单》随进口货物带交保税仓库。保税仓库经理人于货物入库后，在上述报关单上签收，一份留存，一份交回海关存查。货主在保税仓库所在地以外的其他口岸进口货物，应按海关对转关运输货物规定，办理转关运输手续，货物运抵后，再按上述办法办理入库手续。〖说明〗（1）货主在保税仓库所在地以外的其他口岸进口货物，须按海关对转关运输货物的规定办理转关运输手续。即由申请人填制由海关统一印制的《转关运输货物准单》，一式三份，加属国际铁路联运货物，应为货车装载清单，也是一式三份，向入境地海关申报并交验有关货运单证。海关核准并签收关封后将加盖“海关监管货物”戳记并加注关封编号的《海关运输货物准单》，连同关封一起交承运人，随同货物带交指运地海关，并按一般货物的海关手续填制《进口货物报关单》，并随附其他有关单证向海关办理进口报关。（2）保税货物经批准正式销售于国内市场时，货主或其代理人须向海关补办进口报关手续并交纳关税和工商统一税，由海关签印放行。（3）对从保税仓库中提取来料加工、进料加工备料、货物，货主须事先持批准文件、合同等有关单证向海关办理登记备案手续，并填写来料加工或进料加工专用报关单和《保税仓库领料核准单》各一式三份，一份由海关留存，一份由领料人留存，一份由海关签盖放行章后交还货主。仓库经理人凭海关签印的领料核准单交付有关货物，并凭领料核准单向海关办理核销手续。（4）保税货物复运出境时，发货人或其代理人持《出口货物报关单》一式三份、保税货物进口时由海关签印的《进口货物报关单》，向当地海关办理复运出境手续。经海关核查与实货相符后签印，一份由海关留存，一份发还给申报人，一份随货带交出境地海关，凭以放行货物出境。Bonded Zone
