9月18日,中国民航飞行学院国际民航组织(ICAO)飞行英语第六期培训班开课,民航总局副局长李健、飞行标准司司长蒋怀宇以及来自各航空公司的飞行高级管理人员的亲自参与,使这期英语培训班成为名副其实的飞行精英班。  正是金秋时节,校园里丹桂飘香,阔别母校多年的飞行员们重又坐回教室,当起了学生。根据国际民航组织的要求,从明年3月5日起,执行国际航线和国内特殊管理航线的飞行人员必须达到国际民航组织4级英语标准。虽然工作极其繁忙,李健仍然亲自参加了本期英语培训班,用自己的行动为全民航的飞行员努力学好英语做出了表率。  李健在开班仪式上强调,提高对飞行人员英语语言能力的要求,是国际民航组织理事会通过的正式决议,是保证飞行安全的需要,中国民航作为国际民航组织的一类理事国,有责任有义务履行国际民航组织理事会所作的决议。明年3月5日之前,民航总局一定会出台相关配套政策,目前正在研究酝酿之中。中国民航要坚定不移地执行这一决议,下决心、下力气、有步骤地推进飞行员英语水平的提高。  他还表示,学好英语不仅是为了提高中国民航的安全水平,也是我国民航学习西方规范化安全文化的一个方面。虽然当前存在很多实际困难,但希望大家能够正视困难、克服困难,努力把英语学好。  由于飞行员的英语不够熟练,飞行员与空中交通管制员之间存在交流障碍,国际上曾发生不少起因语言沟通障碍而导致的飞行事故和飞行事故症候。为此,ICAO修订了国际民航公约附件1、6、10、11相关条款,强制规定2008年3月5日后,在国际运行的飞机和直升机上担任机长和副驾驶、飞行领航员,都必须达到ICAO英语无线电通信能力四级或四级以上水平。根据国际民航公约的要求,中国民航总局也相应修订了《民用航空器驾驶员、飞行教员和地面教员合格审定规则》(CCAR-61)、《大型飞机公共航空运输承运人运行合格审定规则》(CCAR-121)中有关国际运行飞行员英语能力的要求。  我国目前从事运输航空的飞行员约为10945人,其中从事国际和地区航线运行,需要通过ICAO英语等级4级考试的飞行员约为8593人。如何提高英语水平,使我国民航班机在国际运行中能更加顺畅、准确地通信与交流,不因为英语能力的限制影响航空公司正常运行,成为中国民航飞行员们必须面对的考验。  民航飞行学院是民航总局批准的英语培训机构之一,他们编制的培训教材得到ICAO民航英语首席语言专家Elizabeth Mathews的高度认可,开发的ICAO飞行英语培训及测试系统在日前召开的国际民航英语协会论坛上受到了国际民航组织代表和各国专家的一致好评。  本次培训班为期4周,是飞行学院“民航英语培训中心”设计的4周、6周和9周培训计划的其中一种,培训按课程分为四门,即通话、听力、口语和讨论,采取滚动间隔式培训安排,学员培训期间可以间隔回公司飞行。  培训班的老师既有国际民航组织语言专家和民航特聘专家,还有来自英语国家的具有飞行执照和空管执照、并同时具有英语教学资格的外籍教师。每期培训班由学院分管副院长作为总负责人,分别配备班主任、副班主任、课程主管、教学和班务助理,并为每个班配备了2名专职助教。而且培训班全部实行小班教学,人数不超过30人。不仅组织架构实力极其强大,培训班对学员的要求也非常严格,任何送培单位不得在教学时间内将学员调离课堂,请假要报飞行标准司,把外界干扰降低到了最小程度,确保参训人员在高强度的学习环境里迅速强化英语。  截至目前,飞行学院已经完成了5期飞行英语的培训和测试工作,在参加测试的105名学员中,有54人达到4级,40人达到5级,4级以上级别的通过率达到89%。  民航总局飞行标准司司长蒋怀宇是第6期培训班的班长,阔别母校27年之后再做学生,是他梦寐以求的事情。他代表全班同学表示要珍惜机会、排除干扰、潜心投入学习,切实使自己的外语水平得到提高。  在这里,记者还有幸碰到了第5期培训班的学员——民航华北管理局总飞行师王立峰。虽然今年已经58岁,王总飞行师却仍然积极参加英语培训,而且顺利通过了四级考试。听着他满口英语,勤练不辍,你不得不为这位老飞行员老骥伏枥、志在千里的精神所感动。正如民航总局副局长李健所说,看看他们,飞行员们还有什么理由学不好英语呢。
