培训理论中说的“KSA分析”具体指的是知识、技能、态度。

KSA:Knowledge,skills,abilities。

1、知识

它包括事实、信息的描述或在教育和实践中获得的技能。

2、技能

它包括初级技能和技巧性技能。前者是借助于有关的知识和过去的经验,经过练习和模仿而达到 “会做” 某事或 “能够” 完成某种工作的水平。后者则要经过反复练习,完成一套操作系统已达到自动化的程度。

3、态度

迈尔斯(1993年)指出,态度的机构涉及三个维度:情感、行为意向和认知。即态度的ABC机构。

早期的经济学家认识到,在市场经济条件下通过培训可按得适当的技能水平,但也指出企业实施在职培训可能面临的问题。比如,经济学家Pigou认为,由于员工可以利用培训技能为其他雇主服务,企业就没足够的动力为员工的技能培训进行投资。他提出,政府要对企业在职培训进行直播补贴。

在没有信贷约束/流动性约束的情况下,员工可以理性地选择培训水平以获得最大收益,而企业一般培训投资行为也可达到社会最优水平。解决由信贷约束/流动性约束所产生的低水平培训投资的方法是完善借贷市场,而非直接补贴,这一观点与早期研究不同。
