Do they？主语certain people，（一般是名词），谓语believe （谓语一般是动词 ，所以经常说谓语动词），再后面是that 从句做宾语，（这里用的宾语从句）不过这里的that省略了，这就是句子的主干。可参考从句的类型：后面的从句就不用再分析了吧，从句也有自己的主谓宾 主语they 谓语have ，宾语a right就是说明白了有什么，有一种权利，什么权利（to make as much noise as they like without being fined）这里的to +动原是做定语，定语一般是形容词性质的，更好的解释特征不定式的具体类型可以参考：
