2、弹性原理：指划分部门应随业务的需要而增减。在一定时期划分的部门，没有永久性的概念，其增设和撤销应随业务工作而定。组织也可以设立临时部门或工作组来解决临时出现的问题。
3、目标实现原理：指必要的职能均应具备，以确保目标的实现。当某一职能与两个以上部门有关联时，应将每一部门所负责的部分加以明确规定。
4、指标均衡原理：指各部门职务的指标分派应达到平衡，避免忙闲不均，工作量分摊不均。
5、检查职务与业务部门分设。考核和检查业务部门的人员，不应隶属于受其检查评价的部门，这样就可以避免检查人员“偏心”，能够真正发挥检查职务的作用。
