《中华人民共和国政府和大不列颠及北爱尔兰联合王国政府关于香港问题的联合声明》（英文：The Joint Declaration of the Government of the United Kingdom of Great Britain and Northern Ireland and the Government of the People's Republic of China on the Question of Hong Kong），简称《中英联合声明》（英文：Sino-British Joint Declaration），是中华人民共和国（简称中国）与大不列颠及北爱尔兰联合王国（简称英国）就香港问题共同发表的一份声明，1984年12月19日于北京签订。这份声明指出：收回香港地区（包括香港岛、九龙和“新界”）是全中国人民的共同愿望，中华人民共和国政府决定于1997年7月1日对香港恢复行使主权。联合王国政府于1997年7月1日将香港交还给中华人民共和国。声明也列出了中国对香港的基本方针，在“一国两制”的原则下，中国政府会确保其社会主义制度不会在香港特别行政区实行，香港本身的资本主义制度和生活方式维持“五十年不变”。这些基本政策，后来都由《香港特别行政区基本法》加以规定。
