On 13 Arril 1988, Hainan Island became a separate province following the passage of the Decision on the Founding of Hainan Province and the Resolution on Establishment of Hainan Special Economic Zone at the first Plenary Session of the 7th National People's Congress. On 26 April 1988, the CCP committee and the people's government in Hainan province was officially set up. Thereafter Hainan became the youngest province in China and the largest speical economic zone, which marked the beginning of a new historical era. Like a brilliant pearl embedded in the South China Sea, Hainan is second only to Taiwan in size, and is the province in China that has the smallest land area, but the largest marine territory.
