In our strategic decision, we  have over emphasized development but ignored the conservation of environment. With this awareness , center governme has  proposed scientific outlook on development ,  trying to change present GDP-oriented growth and achieve balanced  and sustainable development instead. But in reality , local governments often fail to find balance point between both. At present , an increasing number of people have realized that the environment problem facing China (faced with China ) resulted from imbalance of economic development and environment protection. In our decision making, we have given too much priority to development and neglected environment protection. Based on such understanding, the centre government has proposed scientific outlook on development in recent years and strive to transform from a GDP growth centered development model to achieve a balanced and sustainable development.
