很难区别, 可以从以下方面理解: 1)commission 更多意, 如代理酬金 ,代理佣金,行纪,回扣,任命状,手续费,委员会等;表达委员会时,更注重集体名词的概念. 使用比Committee组织相对较小,权利相对来说小一些的委员会; 也就是说内涵窄一些;2)committee, 意思更单纯, 专指委员会committee 为集合名词， 其后面的动词既可为单数也可用复数（主要看它是指一个集体还是指许多个人而定）， 例如： The committee meets at four today. 委员会今天四点开会。 The committee get together with difficulty. 委员们开会很难召集齐。以上看法,仅供参考. 我在柯林斯字典里查到的英文意思commission的是指一组人被委任去调查或者控制某事物而comittee则是指一组人为他们所代表的组织做决定制定计划。 所以可以看出他们之间是不同的像中央军委就是Central Military Commission而人大会和政协会的委员会就是用committee

council 实为代表大会或理事会，经选举而产生的，如某个地方的city council， council of Europe。commission 由某一机构指定的人完成指定的任务， 如project commission, building commission。committee 是一个更加 deliberative assembly, 有投票，研究，政务管理等功能，如Standing Committee of the National People's Congress全国人民代表大会常务委员会。
