In our strategic decision, we  have over emphasized development but ignored the conservation of environment. With this awareness , center governme has  proposed scientific outlook on development ,  trying to change present GDP-oriented growth and achieve balanced  and sustainable development instead. But in reality , local governments often fail to find balance point between both. At present , an increasing number of people have realized that the environment problem facing China (faced with China ) resulted from imbalance of economic development and environment protection. In our decision making, we have given too much priority to development and neglected environment protection. Based on such understanding, the centre government has proposed scientific outlook on development in recent years and strive to transform from a GDP growth centered development model to achieve a balanced and sustainable development. 关键在于要掌握好的学习方法。学习方法自然是因人而异、因时而异的。其实方法本身无所谓好与坏，关键就看它能否完美地与 个人相结合，提高学习效率，如果一套方法能够激发你的学习兴趣，提高学习效率的话，以后要做的就是坚持下去。可能我们都见过类似的情况：有的人整日埋头书案，学得很辛苦，但成绩仍不理想：有的人则懂得“有张有弛”，学得很轻松，而且名列前茅。如果你是后者，相信你已经找到了良好的学习方法与你个人的最佳结合点了，只要持之以恒即可；而前者已经具备了一定的毅力，关键就在于提高自己的学习效率了。 学好英语的另一个关键是提高英语学习的兴趣。爱因斯坦说过“兴趣是 最好的老师”。兴趣是产生学习的动力。那如何产生学习的兴趣呢？当然你必须要学会英语、懂得英语、会在生活实践中运用你所学习的英语知识。你懂得越多你的兴趣就会越浓。首先，你必须有足够的词汇量，有坚实的语法知识。好的方法能让你在最短的时间内达到最好的效果，所以在学习的时候要总结方法，同时多学习别人的好方法。主动、持续地学习，如果对英语没有兴趣，就要想方设法培养兴趣，让它变成你所喜欢的事情，让你总想去学，把它学好。好的方法和浓厚的兴趣，英语的学习效果与所花时间成正比，所以要持之以恒。终能学好英语。一、读，每天都应坚持读。 1、一般文章读2~3遍，带着理解去读。 2、好的文章也应背熟，以记住好词好句，同时培养自己的语感。3、对文章的准确理解，并熟悉语法结构，加深单词记忆。4、提高自己的阅读。如果想记忆单词，则可查词典，多次查阅记忆便能记住单词。二、多听，每天都应坚持听。1、 从最初级的听力入手，听懂每个单词、每句话、每段话及每篇文章。逐步增加难度。2、 跟读英语，一方面加强听力，一方面训练口语，同时还能培养语感。注意发音的准确性。 三、说，每天都应坚持说。多说,尽量找英语好的人或者外教,有条件也可以到聊天室。四、翻译属于实践范畴，但是缺乏理论基础的翻译是做不好的，所以推荐给你两本书《实用英语翻译教程》武汉大学出的《英语口译教程》编者是梅德明这两本书是我大学时用的课本，非常好的两本书，里面总结了很多翻译方法，有很多大家的翻译理论，可能一般人认为，英语好就能做好英文翻译，但实际不是那么回事，要做到信达雅是很难的，弄明白了各种文体的翻译规范和技巧，还要大量练习，才能提高。多翻译些句子，遇到有难度或不会的句子还要学会换种表达方式，要注意人称、时态、语法、词组搭配等，多练练！ 总之，翻译是个积累的过程，你了解的越多，练习的越多，学习就越好，所以多记忆，遵循翻译原则又不拘拟于原则，选择自己的方法，推陈出新方能至化境。

要多听多看，广泛涉猎各领域的知识。口译还需要专业的学习，比如如何记笔记、如何翻译数字等等，还要有极好的心理素质。笔译要勤练笔，加快翻译速度和查字典的速度。
