我今天（2020/3/7）刚看到的外网报道里面有一句话是这样的：
众所周知，皇后区是纽约市下属，所以borough 同理的还有阿灵顿县和华盛顿州的关系：county 但是，A district is a particular area of a town or country. 它既可以是国家区域也可以是一个小镇区域，还可以说是小型划分的区域（如：商业区等） 所以，如果泛指的话你可以用district表示“一个被划分出来的地方” 但如果是某个现实中已经有了译名的地方，应该参照英文译名来翻译。
