MAED (Model for Analysis of Energy Demand) 能源需求分析模型拿我国能源需求举例说明：近年来，我国能源需求持续快速增长，特别是石油资源的大量消耗，不仅对生态环境造成严重影响，而且随着石油对外依存度的不断增加，给国家能源安全带来潜在风险。基于节能减排和国家能源安全的双重考虑，我国能源发展方式亟待转型。国家电网公司总经理、党组书记刘振亚在专著《中国电力与能源》中提出，解决中国能源问题的关键在电力。以电力为中心，是转变能源发展方式、调整优化能源结构的一个重要支点，有利于加快构建安全、集约、清洁、高效、多元的能源供应保障体系。我国能源发展面临诸多问题和挑战我国能源事业发展取得举世瞩目的成就，但也面临着一些突出问题。一是能源可持续发展的问题。随着经济社会的快速发展，能源需求和消费将保持较快增长，资源总量、环境容量等制约了能源供应能力的提升，能源结构亟待优化。二是能源资源优化配置的问题。我国能源资源与能源需求逆向分布，东部地区能源需求量较大，但能源资源相对贫乏；中西部地区能源需求量较小，但能源资源丰富。随着我国经济的快速发展，这种逆向分布将更加明显，大范围优化配置能源资源的能力亟待加强。我国能源资源的总量虽然较为丰富，但人均占有量低于世界平均水平，石油、天然气等优质能源相对较少。我国能源资源的禀赋和现状，与经济社会快速发展的需求相比，存在较大的差距，这对能源发展提出了严峻的挑战。第一，能源资源瓶颈制约日益突出。伴随着我国工业化、城市化发展进程，能源需求将呈现增长快速、需求刚性的特点。目前我国能源进口依赖度持续增加，2011年原油对外依存度达到57%，今后大致每年会提升1到2个百分点，而且这一趋势在较长时期内难以扭转。2011年我国煤炭进口量已经跃居世界首位，保证能源安全可靠、持续供应面临巨大压力。第二，节能减排的压力越来越大。降低能源强度和碳排放强度是经济社会发展的约束性指标。根据“十二五”节能减排目标，到2015年，全国单位生产总值能耗比2010年下降16%；二氧化硫、氮氧化物排放总量分别要下降8%、10%；非化石能源占一次能源消费比重要达到11.4%。我国政府承诺到2020年单位生产总值二氧化碳排放量比2005年下降40%～45%。化石能源是碳排放的主要来源，而非化石能源开发受到生态、技术、成本的约束，大幅提升产能需要克服许多困难。第三，能源增长方式迫切需要转变。我国经济发展中存在高能耗、高排放、高污染的问题，必须加快调整能源结构，增加清洁能源比重，改变粗放式的能源生产和消费方式。随着新一轮能源技术革命的发展，可再生能源将得到更大规模利用，电能占终端能源消费比重将大幅上升，其在发展清洁能源、促进低碳经济中的作用将更加显著。因此，提高全社会电气化水平和能源资源利用效率是需要我们认真研究的重要问题。
