用中文最直接的区分就是，house量词为栋，apartment量词为套。

但是中国国内那种商品公寓楼在美国应该叫condo，是condominium的缩写。condo和apartment的区别是，apartment一般指整幢楼是由一个人或者单位所有，分户出租的公寓；condo是每套房分别产权的，整个楼要组建业委会（HOA，这也是叫condominium的原因）。像电梯公寓楼一般只有condo没有apartment。
