第一章总则第一条依据依据1987年5月4日发布，同年6月1日起施行的《中华人民共和国民用航空器适航管理条例》制定本规定。第二条目的为使用于民用航空器上指定的航空材料、零部件或机载设备（以下简称“项目”）符合适航要求，能够在规定的条件下，满足工作的需要或完成预定目的，中国民用航空局（以下简称民航局）制定并颁发“项目”技术标准规定（以下简称技术标准规定）。第三条适用范围根据本规定制定的每份技术标准规定，是在指定“项目”接受适航审查时必须遵守的准则。第四条定义技术标准规定是对指定“项目”最低性能标准的规定。第五条颁发每一份技术标准规定均统一编号，并成为本规定的一部分。第六条授权中国民航局局长授权中国民航局航空器适航司司长根据本规定颁发民航局技术标准规定。第二章中国技术标准规定第七条编号（一）技术标准规定的编号分为两类：（1）CTSO－C×××；“C”类技术标准规定的“项目”与国际上通常采用TSO“C”类“项目”一致，且编号一致；（2）CTSO－2C×××；“2C”类技术标准规定的“项目”是除“C”类以外民航局认为需要的其它“项目”，且编号为顺序的阿拉伯数字。（二）技术标准规定的修改版次用编号尾部的小写英文字母序列标识，第一次修改为CTSO－C×××a或CTSO－2C×××a，第二次修改为CTSO－C×××b或CTSO－2C×××b等。（三）上述编号C或2C后的“×××”是指1至999的阿拉伯数字。第八条格式要求（一）技术标准规定的首页格式要求见附件一。（二）技术标准规定除首页外，其他格式要求见附件二。第九条组成每一份技术标准规定至少由以下几部分内容组成：（一）适用性；（二）标记；（三）资料要求；（四）溯及力；（五）引用资料；（六）附有关标准（或引用标准－－详见本规定第十条）。第十条适用性每一份技术标准规定的适用性应包括该技术标准规定所涉及“项目”的名称和民航局规定该“项目”必须符合的最低性能标准名称、编号、版次和颁发日期等内容。（一）参照相应的国际标准制定最低性能标准，该最低性能标准应包括材料、工艺、环境、性能和试验等要求的适用内容；（二）最低性能标准也可由引用标准和附加要求等内容组成，该引用标准可引用已颁发生效的国家标准或行业标准，附加要求是根据实际情况对引用标准中某些条款的增、删或修正要求。第十一条标记每一份技术标准规定应规定在每个“项目”上标注持久而清晰的下列适用的标记：（一）制造人的名称或代号；（二）“项目”的名称、型件号或型别代号；（三）“项目”的标称重量，其精确度必须在实际重量的±0．09千克（0．2磅）或实际重量的±3％以内（取大者）。但是，“项目”上标注的重量与“项目”的实际重量之差不得超过±4．54千克（10磅）；（四）“项目”的序列号或制造日期，或两者兼之；（五）适用的CTSO号码；（六）民航局规定的其它内容。第十二条资料要求每一份技术标准规定应规定包括图纸、技术说明书和有关试验报告在内的技术资料要求，以及为正确安装、使用、维护和检测该“项目”所需的资料要求。第十三条溯及力每一份技术标准规定应作出对该技术标准规定颁发之前已设计、生产的“项目”是否豁免，以及使之如何符合该技术标准规定的要求。第十四条引用资料每一份技术标准规定所引用资料应符合如下要求：（一）凡本规定第十条描述的标准及要求，应分别注明其所在资料的名称、章节，以及该资料的出版单位名称和地址。对这些引用资料的可用性应在“项目”技术标准规定中以适当的形式予以说明；（二）在颁发技术标准规定时，应附上现行有效的引用标准及要求。第三章附则第十五条本规定由民航局负责解释。第十六条本规定自发布之日起施行。附件一、中日技术标准规定（CTSO）（略）
