2021年7月14日晚，东京奥组委公布了东京奥运会开闭幕式的理念，均只以英文发布。其中，开幕式理念与奥运会和残奥会口号相同，为“United by Emotion”，中文意为“情同与共”；闭幕式理念为“Worlds we share”，中文意为“我们共享的世界”。
