PEPEC（Pilot English Proficiency Examination of CAAC，中国民航飞行人员英语等级考试系统）根据国际民航组织（ICAO，International Civil Aviation Organization）关于飞行人员英语语言能力的要求，飞标司组织开发了民航飞行人员英语等级考试系统，并组织民航英语方面的专家，对考试系统题库进行了专业审定。

第一个考点设在中国民航飞行学院考试中心，该考点于2008年4月1日正式启用。 该系统作为中国民航推进ICAO关于飞行员英语水平的重要工程，于2007年7月份开始立项，筹备以来，国内多家航空院校和国际知名语言培训机构参与到该系统的建设。

PEPEC 是一项基于网络和计算机的航空英语能力考试，在系统设计上必须满足语言测试理论对英语水平考试的质量要求，是一项“标准关联参照测试”，其依据是国际民航组织公布的语言能力考试评分量表。根据国际民航组织要求，英语能力体现在发音、结构、词汇、流畅程度、理解能力和应对能力等六个方面。
