It is suggested that some measures will be taken to prevent pollution.在英语中，被动语态用得很普遍，不需要说明动作的执行者的句子一般都用被动语态。这句话中的“据建议”的意思是有人建议，不能按照中文的思维习惯将它翻译成根据建议，according to suggestion,这是中国式英语，不符合英语的习惯表达法。应该翻译为 It is suggested that……，英语中这种结构的句子很多。如It is reported that (据报道）；It is declared that……（据称）；It is learned that……（据了解）；It is said that……（据说）；It is announced that……（据宣布）；It is supposed that (据推测；有人推测），类似的句式还有很多，都是形式主语it 放在句首，后跟一个被动语态的动词，然后跟that引导的从句。这才是地道的英语习惯表达法。
