因历史的原因，西安的城市构架和其他城市有明显的不同，所以西安不适合用cbd的概念。西安最繁华的地带是以钟楼为核心，东到大差市，西到鼓楼，南到南门，北到五路口地带。在这个区域，最大的特点处于西安中心位置，再次是依托政府，因为省市政府都在这一区域。零售业、娱乐业、金融业非常集中。但是因为城墙的限制，这一地区交通不便，时常堵车。这些年，西安的东南西北四个郊区都有所发展，尤其以小寨商圈环境最好。小寨商圈大概范围北起南二环（可以算上省体育场），南到电视塔，以小寨东西路东西延伸，在这个区域里面，高校云集，商业、金融、娱乐等等比较全面的发展，交通也算便利。不过要是开公司，建议去高新区，那里基础建设到位，高新区整体的投资环境也比较好。而且最近路过看到高新往南的唐延路、甚至到郭杜地区，基础建设已经全面展开，而且在这些地方办公，离小寨距离也不是很远，是个理想的办公环境。
