全国一卷： 河北 、河南、 山西、 广西全国卷二： 黑龙江、吉林、内蒙古、宁夏、甘肃、青海、新疆、西藏、贵州、云南、海南。不过英语的话，情况比较特殊。 比如山东省：英语的听力和全国卷一相同，但是后边的部分全部是自主命题。 比如黑龙江：2009年考的是全国卷一，其他年份用的是全国卷二。 比如河北：英语好像用全国二，其他科目用全国卷一。
