扬州大学具有60多年的外语办学历史，最早可以追溯到1952年5月全国高校调整时组建的苏北师范专科学校外语专修班。1959年4月,扬州师范专科学校并入苏北师范专科学校，升格为本科院校，定名扬州师范学院。次年，扬州师范学院在外语班的基础上增设外语科，正式招收英语和俄语专科学生，主要为江苏省基础教育培养外语师资。“文革”开始后外语科合并到公共科，停止招生。1970年开设外语“红师”班，培训中学外语师资；1972年开始招收大学普通班学员；1977年恢复高考后，扬州师范学院设立外语系，开始招收英语师范专业本科学生，学制4年，从此成为江苏省主要的外语人才培养基地之一。1992年，驻扬6所省属高校合并组建扬州大学。1998年，学校按学科群调整院系结构, 以原师范学院外语系为主体、与其他5所学院外语教研室合并组建了外国语学院。学院现有教职工180人，其中专任教师162人，同时常年聘用外籍教师10多人。专任教师中教授14人、副教授39人，其中有博士学位42人（含在读），硕士生导师17人。学院现有在籍全日制本科学生1143人，在籍全日制研究生180人，教育硕士67人。设有英语教育、翻译、商务英语、日语、朝鲜语、法语、阿拉伯语等7个专业，大学英语教学部承担全校本科、硕士和博士外语公共课教学，同时设有澳大利亚研究中心、英美语言文学研究所、韩国语言文化研究中心、江苏省中学英语骨干教师培训基地、教育部国家考试中心韩国语水平考试（KPT）扬州大学考点、托福（TOEFL）扬州大学考点、日本语能力考试扬州大学考点、剑桥商务英语（BEC）扬州大学考点、江苏省人事厅口语/口译培训基地、上海市外语口译岗位资格证书考试（SIA）扬州考点等教学研究单位。现有1个“江苏省特色专业”建设点，1门国家精品课程，1门省级二类优秀课程，4门校级优秀课程，5门课程校级“精品课程”建设项目。英语、商务英语、日语和朝鲜语为江苏省重点专业。学院建有“中外语言文化比较与会通”二级学科博士点、“外国语言文学”一级学科硕士学位点，同时还设有“课程教学论”硕士点（英语方向）、“MTI（翻译硕士）”专业硕士学位点、“教育学”专业硕士学位点（英语学科教学）。“英语语言文学”学科1985年招收首批硕士研究生，设有“语言理论与应用”、“英美文学与文化”、“翻译理论与实践”3个学科方向。“外国语言学及应用语言学”硕士点设有“外汉对比与翻译研究”、“英语语言学与应用语言学”、“日语语言学”、“法语语言与翻译”、“现代朝鲜语研究”等5个学科方向。“英语语言文学”和“外国语言学及应用语言学”分别为校级第一和第二层次的重点学科。学院设有电教室、资料室和外语教学电台。电教室拥有多媒体语言实验室25套，其中有数字语言实验室14套；建有同声传译室1个；建有与大学英语教学改革配套的自主学习室19个1020座，拥有卫星电视地面接收系统3套，可接收包括CNN、BBC（小语种的电视节目，如日本NHK、韩国KBS）等外台节目；此外，还拥有声像资料室、计算机房等。资料室拥有中外文藏书8630余册，中外文期刊合订本76种994册。在扬州大学向高水平大学迈步的进程中，学院紧扣“以学科建设为龙头，以人才培养质量为中心，以师资队伍、学科专业内涵建设为重点”的发展战略，坚持教育以育人为本、办学以人才培养为中心，牢固树立“以教学立院、以科研强院”的办学指导思想，确保教学科研工作的中心地位;，实施“外引内扶并举、加大内扶”的师资建设方针，积极引进高层次人才，多形式、多渠道地扶持和重点培养青年教师，制定和落实“重能力、重实绩、重贡献”的激励管理机制，办学水平和办学层次得到显著提升。2006年来，教师出版著（译）作47部，在《外国文学评论》、《国外文学》、《当代外国文学》、《外国文学研究》、《外语教学与研究》、《外国语》、《现代外语》、《中国翻译》、《外语界》、《外语学刊》、《外语与外语教学》、《外语教学》、《外语研究》等专业刊物上发表论文210篇，主持国家哲学社科基金等各类各级科研项目32项、教改项目10项、教学科研成果奖12项。英语专业在2006年教育部本科教学评估中获得“优秀”成绩，并遴选为“江苏省特色专业”建设点；2006年，扬州大学被列为全国首批31家大学英语教学改革示范高校之一，2008年大学英语课程被遴选为国家精品课程；2012年大学英语课程被遴选为国家级精品资源共享课。2007年至2013年学院连续获得9项国家哲学社科基金项目立项；有1名教师的博士论文入选2008年全国百篇优秀博士学位论文；有2名教师被遴选为江苏省“青蓝工程”中青年学术带头人，3名教师被遴选为江苏省“青蓝工程”优秀青年骨干教师，4名教师被遴选为扬州大学“新世纪人才工程”中青年学术带头人，6名教师被遴选为扬州大学“新世纪人才工程”优秀青年骨干教师；在江苏省青年教师授课比赛中，学院教师连续三年获得一等奖；先后获省级优秀硕士论文和省“创新计划”立项；先后获扬州大学教学成果一、二等奖和江苏省高等教育教学成果一、二等奖；毕业生就业率一直保持100%，连续多年被评为校“学生就业工作先进集体”。经历了“教育部本科教学工作水平评估”和“教育部英语专业教学评估”，学院进一步明确了目标、类型、层次、学科和服务面向，即以本科教育为主，积极发展研究生教育，适度发展继续教育；重点建设“英语语言文学”学科，加速建设“外国语言学及应用语言学”学科，努力增设“外国语言文学”一级学科博士学位点；立足苏中、苏北地区，服务江苏，面向全国；努力将学院建设成在全省同类学院中具有领先地位的教学研究型学院。学院围绕“融专业技能培养与人文素质教育为一体，融知识传授和能力培养为一体，融学习与研究为一体”的人才培养思路，确立了外语专业毕业生应具有“扎实的语言基本功、合理的知识结构、个性化的发展方向和优良的综合素质”的人才培养目标，正确树立适应现代社会发展要求的素质教育观、现代人才观、教育质量观和创新教育观，努力为社会培养更多合格的高级外语人才。
