章程，是组织、社团经特定的程序制定的关于组织规程和办事规则的规范性文书，是一种根本性的规章制度。章程与规则的关系类似于宪法和法律。

1、章程的特点

1）稳定性 章程是组织或团体的基本纲领和行动准则，在一定时期内稳定地发挥其作用，如须更动或修订，应履行特定的程序与手续（经组织全体成员或其代表审议通过）；有关单位开展业务工作的章程，是基本的办事准则，也应保持相对稳定，不宜轻易变动。

2）约束性 章程作用于组织内部，依靠全体成员共同实施，不由国家强制力予以推行，但要求其下属组织及成员信守，有一定的规范作用和约束力。

2、章程的种类

1) 组织章程 由各类社会组织制定，用以对本组织的性质、宗旨、任务、机构、人员构成、内部关系、职责范围、权利义务、活动规则、纪律措施等做出明确规定，如《中国共产党章程》、《XX公司章程》、《XX基金会章程》等。

2）业务工作章程 主要由有关企事业单位制定，阐明其业务性质、运作方式、基本要求、行为规范等，如《XX学院办学章程》、《招生简章》、《招工简章》等。
