好像不可以，一般Whether........or not是用在语句中间的，最好前面有所引导，例如：I am not sure whether......or not.

Whether..or not 不可以直接引导疑问句，但可以作为从句使用。如：I don't know whether...or not.例子中第一个翻译正确，第二个错误。
