中华人民共和国交通运输部，简称国家交通运输部，英文：Ministry of Transport of the People's Republic of China，缩写为MOT[编辑本段]成立日期2008年3月11日，第十一届全国人民代表大会第一次会议第四次全体会议，讨论设立交通运输部。是政府大部制改革的一个步骤。2008年3月23日，中华人民共和国交通运输部在北京建国门内大街11号挂牌。2009年2月19日，国务院常务会议正式批复了交通运输部的“三定”方案。交通运输部是根据2008年国务院机构改革方案，在原交通部的基础上组建的，国家民用航空局、国家邮政局等部门均在此次“大部制”改革中划归交通运输部管理。[编辑本段]部门机构为优化交通运输布局，发挥整体优势和组合效率，加快形成便捷、通畅、高效、安全的综合运输体系，组建交通运输部。将交通部、中国民用航空总局的职责，建设部的指导城市客运的职责，整合划入该部。交通运输部的主要职责是，拟订并组织实施公路、水陆、民航行业规划、政策和标准，承担涉及综合运输体系的规划协调工作，促进各种运输方式相互衔接等。同时，组建国家民用航空局，由交通运输部管理。为加强邮政与交通运输统筹管理，国家邮政局改由交通运输部管理。[编辑本段]交通部职责(一)拟定公路、水路交通行业的发展战略、方针政策和法规并监督执行。(二)拟定公路、水路交通行业的发展规划、中长期计划并监督实施；负责交通行业统计和信息引导。(三)对国家重点物资运输和紧急客货运输进行调控；组织实施国家重点公路、水路交通工程建设。(四)指导交通行业体制改革；维护公路、水路交通行业的平等竞争秩序；引导交通运输行业优化结构、协调发展。(五)组织公路及其设施的建设、维护、规费稽征；负责汽车维修市场、汽车驾驶学校和驾驶员培训工作的行业管理。(六)组织水运基础设施的建设、维护、规费稽征；负责水上交通安全监督、船舶及海上设施检验和防止船舶污染、航海保障、救助打捞、通信导航工作；实施船舶代理、外轮理货、航道疏浚、港口及港航设施建设使用岸线布局的行业管理。(七)制定交通行业科技政策、技术标准和规范；组织重大科技开发，推动行业技术进步；指导交通行业高等教育和成人教育以及职业技术教育。(八)负责部机关、部直属单位的人事、劳动工资、机构编制管理工作；按规定管理部直属单位主要领导干部；指导交通行业职工队伍建设。(九)负责政府间交通行业的涉外工作，指导利用外资工作；管理公路、水路交通与国际组织有关事宜，开展国际交通经济技术合作与交流。(十)管理和指导港口、航运公安工作。(十一)承办国务院交办的其他事项。[编辑本段]部领导成员部长李盛霖 ； 副部长李家祥、翁孟勇、高宏峰、冯正霖、徐祖远 ； 纪检组组长杨利民 ； 部党组成员马军胜 。[编辑本段]部领导简介李盛霖男，汉族，1946年出生，江苏南通人，1973年6月加入中国共产党，大学学历。1983年起，历任天津市政府副秘书长，天津市纺织工业局局长、党委书记，天津市计委主任。1991年起任天津市副市长、市委副书记、常务副市长、市政府党组副书记、市长、市政府党组书记。2002年12月起任国家经济贸易委员会党组副书记、副主任。2003年3月起任国家发展和改革委员会党组成员、副主任。2005年7月起任国家发展和改革委员会党组副书记、副主任。2005年12月起任交通部党组书记、部长。2008年3月任交通运输部党组书记、部长。中共十五届、十六届、十七届中央委员。李盛霖部长领导交通运输部全面工作。李家祥男，汉族，1949年11月出生，山东枣庄人。1970年5月入党，空军少将军衔，研究生学历。1969年1月参加中国人民解放军，历任班长、排长、指导员、团政治处主任、团政委、军干部处长、师政治部主任、师政委、军政治部主任、基地政委、沈阳军区空军副政委等职；2000年11月，调任中国国际航空公司党委书记；2002年10月，按照民航体制改革方案国航进行重组后，任中国航空集团公司党组书记、副总经理兼中国国际航空公司总裁；2004年9月，任中国航空集团公司总经理、党组副书记兼中国国际航空股份有限公司董事长；2007年12月任中国民用航空总局党委书记、副局长、代局长；2008年3月任交通运输部党组副书记、副部长，兼中国民用航空局局长、党组书记（正部长级）。李家祥副部长领导中国民用航空局全面工作。翁孟勇男，汉族，1955年7月出生，浙江鄞县人，中共党员，上海海运学院硕士研究生毕业，工程师。先后在交通部上海航道局、中国港湾建设总公司驻墨西哥办事处工作；1996年1月起任交通部上海航道局局长、中国港湾（集团）总公司上海航道局局长；2000年4月起任交通部副部长、党组成员；2006年11月起任交通部党组副书记、副部长；2008年3月任交通运输部党组副书记、副部长。翁孟勇副部长负责交通运输部常务工作，负责综合规划、国际合作、机关行政和后勤保障等工作。高宏峰1953年12月出生，内蒙阿荣旗人，中共党员。1974年毕业于内蒙水利电力专科学校热动力专业，1993年毕业于中央党校函授党政专业。历任中组部经济科教干部局副局级调研员、民航总局人事劳动司副司长、司长、政治部主任，2000年4月起任民航总局副局长、党委委员；2008年3月任交通运输部党组成员、副部长。高宏峰副部长负责政策法规、科技教育、内部审计、新闻宣传和行业精神文明建设等工作。冯正霖男，汉族，1957年9月出生，陕西延川人，中共党员，西安公路学院大学本科毕业，高级工程师。先后在交通部公路局、工程管理司、公路管理司，西藏自治区交通厅，交通部综合规划司工作；2000年7月起任交通部公路司司长；2003年6月起任交通部副部长、党组成员。2008年3月任交通运输部党组成员、副部长。冯正霖副部长负责公路建设和管理、道路客货运输、基础设施质量和安全监督、财务管理和离退休干部等工作。徐祖远男，汉族，1952年1月出生，江苏太仓人，中共党员，大连海事大学硕士研究生毕业，高级工程师。先后在广州远洋运输公司、海南船务企业有限公司、广州远洋国际货运公司、广州海运（集团）有限公司工作；2003年2月起任中国海运（集团）总公司副总裁；2004年4月起任交通部副部长、党组成员。2008年3月任交通运输部党组成员、副部长。徐祖远副部长负责人事劳动、航运、通信、水运基建、水上安全监督、救助打捞和港航公安等工作。杨利民男，汉族，1948年12月出生，甘肃酒泉人，中共党员，兰州大学毕业，大学学历。先后任甘肃省酒泉地委秘书处干事、副秘书长,甘肃省敦煌县委书记，甘肃省敦煌市委书记，甘肃省委组织部副部长、部长；1997年12月起任甘肃省常委、组织部部长；1999年6月起任内蒙古自治区党委常委、组织部部长；2001年12月起任内蒙古自治区党委副书记；2006年8月起任中央纪委驻交通部纪检组组长，交通部党组成员。2008年3月任中央纪委驻交通运输部纪检组组长，交通运输部党组成员。杨利民组长负责纪律检查、行政监察、直属机关党务和宣传等工作。马军胜男，汉族，1961年8月生，山东宁阳人，1991年7月加入中国共产党。毕业于南京邮电学院电话交换系，工商管理硕士学位，教授级高级工程师。历任广西邮电管理局副局长，邮电部计划司副司长；1998年9月任国家邮政局党组成员、副局长；2006年11月任国家邮政局党组书记、局长，信息产业部党组成员；2008年3月任交通运输部党组成员，兼国家邮政局局长、党组书记。马军胜部党组成员领导国家邮政局全面工作。
