在中国，通英语的人可谓无数，你我也算是学过点英语的。几乎所有这些人都知道，在汉译的“美国政府”一词中，“政府”的英语原文是“GOVERNMENT”，而在汉译的所谓的“克林顿政府”一词中，“政府”的英语原文中却是“ADMINISTRATION”。这显然是两个长得面目全非的完全不同的英语单词。那么，它们怎么一翻译成中文，就突然都变成一模一样的“政府”了呢？ 我在学英语遇到这两个词的时候，也在英汉词典上探过究竟，发现在英汉词典上往往这样解释。“美国政府”的“政府”原文“GOVERNMENT”，它的主要含义是“政府”，“政体”，但是，也有“行政管理”和“管理机构”的意思。而“克林顿政府”中“政府”原文“ADMINISTRATION”，它的主要含义是“管理”，“行政机构”。但是，英汉词典里特地作了说明，当这个词的第一个字母大写时，也就是当它成为专有名词的时候，它就是指“总统制国家的政府”。 这样，我和你一样，也和所有通过查英汉词典学英语的中国人一样，得出了这样一个结论。就是说，第一，“GOVERNMENT”是一个泛泛的“政府”大词，也就是说，在英语中，国家政府是“政府”，国家的行政管理机构也是“政府”。第二，“ADMINISTRATION”一词，在总统制的国家，比如，象美国这样的国家里，它就是前面那个“政府（GOVERNMENT）的同义词。说白了，就是在美国这样的总统制国家里，也许是由于某种习惯用法的缘故，也许仅仅是愚蠢，他们居然自找麻烦地用了两个不同的单词，去表达同一个简简单单的概念：“政府”。这样的结论和理解一经查明，就自动成了我阅读和思维的一部分。 来到美国以后，我们还是可以通过卫星接收中文的，乃至发自中国的电视节目。也可以阅读到不同的中文报纸。当然，更多的是铺天盖地而来的英语信息。我们就这样身不由己晕晕乎乎地夹在中间。有很长时间，我们延续着多少年来在国内形成的理解和思维习惯。听着中文的“美国政府”和“克林顿政府”十分地耳顺，每当从英语新闻中听到克林顿“ADMINISTRATION”，也总是条件反射一般，自动在脑子里把它变成“克林顿政府”，从来不假思索。 听多了之后，我们发现了这两个英语单词的一个使用规律。那就是，尽管英汉词典里头说这两个单词的意义相同，都代表“政府”。但是，在英语里面，至少在美国，他们从来不随意混用这两个词。因为我们从来也没有在克林顿的名字后面，听到过“GOVERNMENT”这个“政府”，跟在他后头的，一直是那个绕口的“ADMINISTRATION”。即便如此，我们也以为这是使用语言的习惯问题，属于语言学家们研究和探讨的范畴。我们这样的语言学习者和使用者，只需死记硬背这个“洋习惯”，使用时不要“出洋相”就可以了。追问：Administ ration 与Government 文化语义辨析及其翻译胡兆云(厦门大学外文学院,福建厦门361005)摘要:本文分析了英语(尤其是美国英语) 中administration 与government 的文化语义差异,认为administration 的词义核心是“行政分支”,将administration 翻译为汉语的“政府”不够妥当,该词的恰当汉译为“行府”,而government 的汉译是“政府”。关键词:administration / government ; 行府/ 政府; 文化语境; 上下义关系Abstract :This thesis analyzes the cultural semantic differences of“administration”and“government”in English (especially American English) ,and holds that the semantic core of“administration”is“a body of officials of the executive branch of agovernment”. The appropriate Chinese translation of“administration”is“行府”,and the appropriate Chinese translation of“government”is“政府”.Key Words :administration / government ; 行府/ 政府; cultural context ; hyponymy中图分类号:H0 文献标识码:A 文章编号:1004 - 6038 (2006) 09 - 0040 - 040. 引言Administration 与government 是英语(尤其是美国英语) 中经常出现的两个词,目前我国英汉翻译界多将二者均译为“政府”,这是值得商榷的。本文认为,二者文化语义不同,不应统统译为“政府”,应视其文化语义的差异,分别予以恰当翻译。1.“政府”概念在不同文化语境中的界定及翻译对策1. 1 文化语境分析———广义政府与狭义政府要准确翻译administration 与government ,首先要对这两个词的文化语境进行探究。在我国,关于中国政府的法定含义有两种:一是新中国建国初年“共同纲领”规定的集立法、行政、司法、军事于一体的广义的政府,一是始于1954 年宪法规定的狭义的政府,即指国家权力机关的执行机关,或国家行政机关(乔耀章,2002) 。关于西方“政府”概念的广义和狭义解释,赵宝煦(1982 :103) 曾作过这样的说明:“实行总统制的国家,政府通常是指中央和地方政府全部的立法、行政和司法等机关。这就是所谓广义的解释。在实行议会内阁制的国家,政府通常是指中央和地方的行政机关。这就是所谓狭义的解释。”因此,译者必须弄清楚“政府”的文化语境,区分总统制类型的广义政府文化语境和议会内阁制类型的狭义政府文化语境。如果原文是总统制广义政府文化语境,那么译者就要按广义政府概念的理解,将原体系话语译成广义政府的体系话语,而不能按狭义政府概念的理解,将其译成狭义政府的体系话语。在中国翻译史上,因对文化语境认识不够而导致翻译失当的例子俯拾皆是,比如,美国国家元首和行政首脑President 一词在早期汉语翻译中就曾被译成“皇帝、国君、头人、总理、首领主、国主、酋、酋长、大酋、邦长、统领、总统领、大统领、首领、勃列西领、大伯勒格斯、伯理喜顿、伯理玺天德”等(熊月之,2002 :139 - 147) 。只有当译者对异域文化有了充分的了解和准确的把握,才能做到文化翻译保真,实现异语间文化语义的准确传递。不同文化之间常常存在“因素不对应”的问题,即存在于一个文化中的因素与概念,不存在于另一文化中。比如当国人最初接触美国文化时,中国文化中不存在President制度因素与概念,不存在相应的词汇,这对翻译构成了文化和语言障碍,因此译者须在翻译中进行创造性劳动,做双重努力,既要进行文化译介,又要进行必要的语言创新。2. Administration 与government 的语义层次分析Administration 与government 两词与美国政制密切相关,因此,要准确翻译这两个词,需要对美国政制有深入、客观的了解。2. 1 Administration 与government 的上下义关系及其对翻译的启示今天许多中国人对美国政制已不陌生。美国是典型的总统制国家,其政府是广义政府。美国政府在宏观结构上分为3 大部分:立法(legislative) 部分、行政(executive) 部分和司法(judicial) 部分。这3 大部分合起来构成美国政府。立法、行政、司法3 大部分也可称为3 大分支。涵盖立法、行政、司法3 大分支的那个“政府”,在美国英语中就是“government”。图示如下:图1 美国政制结构示意图从语义学角度看,government (政府) 与立法分支、行政分支、司法分支之间存在一种上下义关系(hyponymy) 。所谓上下义关系,是“指个体词项与一般词项间的语义关系,即个体词项被包括在一般词项之内”(李延福,1996 : 702) 。例如,“花”是“玫瑰”的上义词( hyper2nym) ,“玫瑰”是“花”的一个下义词(hyponym) ;被包括在同一个上义作者简介:胡兆云,教授,博士,研究方向:翻译理论与实践收稿日期:2006 - 02 - 112006 年第9 期总第2 1 0 期外语与外语教学Foreign Languages and Their Teaching2006 , №9Serial №210词项内的词项称作同下义词(co- hyponyms) ,如被包括在上义词“花”之内的“玫瑰,牡丹,水仙,腊梅”等是同下义词。在government (政府) 与立法分支、行政分支、司法分支之间的上下义关系中, govern2ment (政府) 是上义词,而立法分支、行政分支、司法分支则是govern2ment 的下义词。这种上下义关系决定了government 与立法分支、行政分支、司法分支不是同一层次上的词: government 比立法分支、行政分支、司法分支高一个义层;立法分支、行政分支、司法分支则比government 低一个义层,3 者属同下义词,位于同一个低层次。在英语(尤其是美国英语) 中,用来表述“行政分支、行政机构、行政部门”的词除了“executive branch”和“executive department”等之外,另一个常用的词就是administration , administration 与“executivebranch”和“executive department”指的基本上是同一个机构。从语义学角度看,行政分支的义层地位就是administration 的义层地位,二者的义层地位完全相等。Administration 与government 之间同样是上下义关系,government 是administration 的上义词,administration 则是government 的下义词。这明显表明,government 与administration 不是同一层次上的词:government 比administration 高一个层次,admin2istration 则比government 低一个层次。既然administration 与govern2ment 分属两个不同的义层,那么其翻译当然就不容混淆了。如果将administration 和government 都译作“政府”,那显然将两个不同义层上的词混为一谈了,误译就难免了。2. 2 Administration 与government 词义范围的不同及其对翻译的启示上义词与下义词的词义范围不同,上义词的词义范围大于下义词的词义范围,而下义词的词义范围则小于上义词的词义范围。作为上下义词,administration 与government 的词义范围当然不同,见图2 :图2 Administration 与government 词义范围示意图由图2 可见,government 的词义范围包括立法分支、administra2tion 和司法分支3 部分内容,administration 只是government 的词义内容之一,其词义范围不包括立法分支和司法分支这两部分内容,因此administration 的词义范围比government 的词义范围要小得多,ad2ministration 的词义范围大约只是government 词义范围的". 。既然两者的词义范围不同,那么将二者译作同一个词“政府”,则显然不妥。2. 3 Administration 与government 字面表达的不相容性及其对翻译的要求上义词和下义词之间在字面表达(拼写/ 字形) 上存在不相容性。在英语中,administration 与government 之间在字面表达上存在明显的不相容性,该不相容性在汉语翻译中应予以体现。将government译作“政府”是准确的,那么由于下义词administration 与上义词gov2ernment 之间字面表达的不相容性,这一翻译也就排除了再将admin2istration 译作“政府”的可能。根据administration 的词义层次、词义范围、字面表达等因素,该词的准确汉语翻译只能围绕“行政分支”加以考虑。3.
