为进一步规范和完善工会专职社会工作者的管理，充分调动工会专职社会工作者积极性和创造性，加大日常管理和年终考核的力度，推进工会各项工作的开展，为三级服务体系建设奠定基础，区总工会在总结多年助理员、协管员管理经验的基础上，结合目前工作的实际情况，在对《朝阳区街乡工会专职社会工作者管理办法》（朝工发[2008]6号）进行修订的基础上，统一制订了《朝阳区工会专职社会工作者管理办法（试行）》，现印发给你们，请结合本单位实际制订实施细则，并认真贯彻执行。

第一条 为进一步加强工会专职社会工作者的管理，特制定本办法。本办法所称工会专职社会工作者，指工会助理员和工会劳动保障协管员。

第二条 对工会专职社会工作者采取区、街乡（局）二级管理。

第二章 主要职责

第三条 区总工会主要职责

（一）负责指导街乡（局）工会进行工会专职社会工作者的聘用工作，并对聘用情况进行审批。

（二）组织实施工会专职社会工作者的调配和全区统一培训工作。

（三）负责指导、协调各街乡（局）工会对工会专职社会工作者进行管理。

（四）负责对工会专职社会工作者在岗情况和工作完成情况进行抽查和年度考核工作。

第四条 街乡（局）工会的主要职责

（一） 具体实施本街乡（局）工会专职社会工作者的聘用工作，并将其纳入工会服务站管理，专职从事工会工作。每个工作服务站聘用工会专职社会工作者不超过2名，其中聘用退休（内退）人员或大

学生不超过1名。

（二） 负责本街乡（局）工会专职社会工作者的日常管理，组织领导其日常工作，并及时将上级指示精神传达到每位工会专职社会工作者。

（三） 结合工会专职社会工作者工作实际，加强日常管理及工作指导，提高其工会业务水平。

（四） 建立健全工会专职社会工作者管理的各种档案。及时与区总工会沟通工会专职社会工作者管理中的情况和问题，对拟聘、续聘、解聘、辞退、表彰、处罚等提出建议和意见，并上报区总工会。

（五） 负责工会专职社会工作者的日常评定和年度考核工作。
